I think you've solved the case: someone on the Police ordered it.
It was sent to a 'random' address -- no one would think anything of the Police stopping at a house, carrying away a box.
And many people would call the police if they got this kind of delivery.

My very annoying neighbor use to use my address for various deliveries and for buying items they had no intention of paying for.

Why would they turn it in to the police? I would have sold half and kept half.
