The despicable security guard could not be so filthy rich (or else why he wanted to be a guard rather than a boss?).  So his company has to pay for him? But again, his company is probably not worth $58 million.

Who will have to pay then?

Are you basically asking whether the security guard himself will pay the fine?

 

No.  It will most likely come out of the bar owner's public liability insurance.  The issue here is that the bar owner chose to use an unlicensed security guard, which may invalidate the insurance.

  I doubt the bar could be worth $58 million. It seems worth far less.

And?

 

The question is who will foot the payout.  Likelihood is the insurance.  But I pointed out this may be invalid.  In which case, who knows.  What the bar is worth has little bearing.

Even if the insurance is invalid and the owner can't afford such a payout they're still liable for the amount, it just means they won't be able to pay it and will have to be declared bankrupt.

Being liable for something is one thing.  Actually making such a payout is another.
