What point is this making?

 

Is it mocking that we have set some random, arbitrary "line that must not be crossed" at the use of chemical weapons?  Mocking that all the atrocities that went before were seen as "Oh right, well, you know... Syria" but as soon as we get the green light to be manipulated under the banner of chemical weapons, we spring right into action?

errrm yeah I'm pretty sure that's the point being made here, but in Libya we went ahead and helped the uprising. You know, double standards and all.
