Call them stupid. Dumb means cannot speak and retard is offensive as it is a medical condition associated with young children that were born that way. Same reason people use the word "lame" to say something is stupid and don't worry about offending crippled people. "Stupid" also comes from the meaning of "stupor", like in being "struck stupid," so it has a similar origin. By the original meaning, someone who is on heavy drugs, alcohol, or has lack of sleep is in a stupor, and so is stupid. This was carried over into an description to apply to people who were slow-witted as if they were always in a stupor. "Dumb" also doesn't only refer to mutes, but also people who have been "struck dumb" -- ie left unable to speak. Tu es en retard = you're late Il y a un retard = There's a delay This story reminds me when i was young me and my parents went to an aquarium on a trip to White Mountain. There was a seal show and i since i was young i was impressed and was talking about it in french with my mom. The thing to know is seal in french is phoque. And yes its pronunciation is close enough to f*** to sound like it.
