here in USA, and they always discrimination against disabled, hearing or deaf person who have low-skill english language who want a real job, then manager will go to jail for breaking law. Did USA make that law of criminalize discrimination long time ago?

In 1990.

It was amended to protect workers further in 2008.

The thing is, I don't think in any circumstance that it will lead to jail time.

Don't assume that you didn't get the job because of discrimination, 99% of the times there are very valid reasons why, hell I'm supposed to get some preferential treatment as a Veteran and it's didn't help me out at all in any of the jobs I've had, I didn't go around blaming discrimination, I chalked it up as the better candidate got the job
