I was able to delete the packages affected for me by opening one of the affected packages folder ie Microsoft.Bing_8wekyb3d8bbwe

then deleting all the subfolders (Localcache, localstate, roamingstate, settings, systemappdata, tempstate).  Once these folders have been deleted the Microsoft.Bing_8wekyb3d8bbwe folder will then delete without asking for your permission.

I then double checked via powershell and the four affected applications for me were no longer listed.  If you want the shortcuts deleted as well this will still need to be completed in the %localappdata%\Microsoft\Windows\Application Shortcuts folder by deleting the affected folders.
