Ok I bought my daughter a surface RT 32GB so she can do away with a laptop or desktop and still do her school work and term papers.
Q: On surface RT tablets, is there a desktop, or are users relegated to the start menu area of windows 8?
I appreciate ANY help on this matter either way. it is out for delivery on the fedex truck as I type this.
Q: Will I be able to upgrade her RT to 8.1 as well?

I don't have the Surface RT, but my Asus VivoRT Tab is pretty similar.
I use the start screen & modern apps when I am using my Asus Vivo RT Tab as a tablet. When I attach the keyboard dock with the touch pad, I use the desktop part of Windows RT which makes it feel like I am using a full windows laptop. minus the X86 programs. The desktop part of Windows RT has Office and the regular Windows things like paint etc. Windows 8.1 can be installed via the Windows Store.Go to the full post
