IE11 volume setting keeps changing, Windows 8.1

So, this is what I've noticed, I normally have 3 different IE11 Windows open, with different numbers of tabs in each etc.  I set the volume low in the Windows Volume Mixer but somehow it keeps going up to 100% and I end up setting it low again.   In the mixer I often see IE just listed once or maybe twice either way I set it low and somehow it keeps jumping back to 100%.

 

Is there some way to force the volume for a specific app to always be a set level or something?  Or has anyone else noticed this issue?
