So there's no story behind this? I imagine from what I could hear that the cab driver's taxi was bumped by the car so he wanted their insurance details, but what was the reason for the car driver's bizarre behaviour?

The story is that the driver in the SUV just stole the car, doesn't have a license (obviously by how bad of a driver he is), no insurance and crashed into a tree 3 blocks later. Dumb 19 year old.

here what happened. That black SUV is stolen and it hit the cab. and the SUV was going to drive away. so the cab driver tried to stop the guy from driving away., and the thief flip out and starting hitting the other cars trying to get away. the police caught him later down the road.
