There is a added tone in the beginning of the video that's not apart of the original pre-recorded message. At the beginning of the video the Civil Defense Announcer gives instruction and at the end there's a message from Governor Elmer l Andersen of Minnesota. Imagine the chaos and confusion that would have ensued following after this message. This message would be the last thing a lot of people would hear back then before the attack. Yes, you will totally be able to call a special session of your state legislature after a nuclear attack. If the building is still there. And the people aren't irradiated, blind, dead or vaporized.
