First guess would be faulty hardware, can you try it in any other machine to see if the adapter's working?
(second guess could be some sort of driver issue, my belkin Bluetooth adapter doesn't work on this windows 7 pc but worked fine when it used to be an xp machine)

is there any way to unzip the installer? or is there an install cd included?
(sometimes one can force windows to look for and install drivers from the setup file)

I got it working thank goodness. The packaging was so small, that I thought it lied about not including a CD or manual. I did a double take at the packaging and noticed a round shape on the outside and I realized there was in fact CD but it was a mini CD.
