Dell inspiron 5520 Windows 8.1 shutdown and restart issues

I have been facing shutdown and restart issues since upgrading to 8.1. The laptop is not shutting down or restarting for long time then I have to use power button. I have updated all hardware components after the upgrade which includes graphics card drivers from Intel website. It runs fine for few occasions, if I turn off and turn on hibernate. I have even disabled fast start. If things don't workout then I will be forced to downgrade.

Thanks for the response. As my laptop is out of warranty, I am a bit hesitant to update the bios. Can I update it with in Windows 8.1 environment?

I think it would be ok but it says "Windows XP, Windows 2000, NT, Windows 9X, Windows ME or a MS DOS environment." so might have to use backwards compatibility on it (not sure if that is a good idea?). I would back up everything before you upgrade in case the worst happens. Maybe run some hard drive tests perhaps the HDD is on the way out? Was it fine on 8.0 to clarify like you said? Also is everything support in 8.1 in the bios? http://windows.micro...-is-pae-nx-sse2

Don't run BIOS updates in incompatible Windows. I once bricked an Asus because of that (they didn't even say it was incompatible either on the actual update -- you had to go to their forum to find people complaining about it)

Thanks @Circaflex for your help. The issue is fixed but not sure which step actually fixed it. I uninstalled the graphics driver and reinstalled from Dell website, updated the bios and ran SFC. Now, laptop is shutting down properly in no time.
