Maximum Processor State Question

I have a Asus laptop with a AMD A8-4500 processor, if I were to reduce the maximum processor state to 60-70% on battery, will I save more battery and notice any negative effects on gaming performance?

if you throttle your cpu, you'll get better battery life for sure, but I don't think at idle though,only in usage. as for gaming, it depends on the game. if your cpu is already a bottleneck,they'll be significant performance degradation.

Update

I set the maximum processer state to 70% and I noticed a considerable increase in battery life. I tested Fallout New Vegas and it runs fine with any performance issues. :)

Your CPU is unlikely to be pegged by New Vegas. Your bottleneck is the GPU there so you shouldn't really see any difference. Now if you turned it down to like 10%, then I could see that possibly causing issues.
