I had someone bring a Sony laptop a few years ago that had similar symptoms of failing to start. We fixed it by yanking the CMOS battery on the motherboard.

Given the circumstances, it's probably safe to assume it is a hardware issue that's not fixable other than via the cmos battery removal stated above.
