The Soviet Union didn't "implement" atheism - it implemented an authoritarian state government and outlawed religion due to the political threat religions tend to accrue.

 

It wasn't atheism as much as making the state itself a religion in it's own right.

 

I disagree with your first point. It seems a little pedantic.

It's not really pedantic at all, the implication that it was a state implementation of "atheism" is inaccurate, as it was more about a purge of potential threats to the political power of the state - rather than a specific move to "grow atheism".
