Windows Phone 8.1 supports start screen backgrounds and IE sync.

With the developer SDK leaks coming out these past few days we've seen lots of new features that have been added to 8.1 so far but people have been saying that this isn't everything and people diving deeper into the SDK are finding new tidbits as time passes.

LiveSino is reporting today that the SDK includes references to "changing your phone background". They also report that the new three column layout we've seen on bigger screen devices could be a option on smaller screens as well.

The other big news is all the updates to IE11. Users can now upload and download files inside IE11. You can also sync your tabs with Windows 8.1, new in private option and also password management so you don't have to keep reentering your login info for sites.

One Note, Office, now IE sync. Windows Phone is shaping up to be a great platform.

It also sounds like Cortana is a mix of Google Now and Siri but with more user control so it'll be how you want it. I can't wait for more details on it and all the other features still hidden.

I hope by threshold, they have one Modern UI for all platforms. One single start screen that adapts to what OS and device it is running on. One single settings app that settings tailor to the device it is running on. Windows core apps and services that adapt to the device like Cortana will be the same background service but tailored to either the tablet or Xbox One or the phone, etc. We already have a UI element for the kinect speech on Xbox One, we just need Cortana powering it now, and the same thing across all threshold devices. We also need all the desktop apps rewritten as universal store apps. That way the desktop would have an easier time becoming Modern UI.
