I have 20-25 GB of photos on my PC that I'd like to back up.

 

I am happy for the service to resize the images in order to lower the file sizes.

 

Is there an online service that offers this?

Google+ is great for that. I've stored around 500 non-resized images I've taken from out and about. The full size limit is the size of your Google Drive storage space.

My limit on there is 15 GB, which isn't enough.

 

If Google resizes them, then it'll be fine :)

Mega.nz is the only service I am aware of that is free and offers 50GB of storage.

 

It has a desktop sync client and also mobile app to access the files.

yeah Mega or Dropbox depending on how much space you have

 

or buy a 1tb HDD and back up there

Use MEGA, 50GB free... Encrypted/AutoSync(via application)/etc...

I think it is not a problem to find the appropriate cloud or online storage because you need only up to 25 GB. You can start with Google Drive, Dropbox. But if you want something serious you can try Acronis that has cloud storage  and they even give 5GB free, but what I like about Acronis is that you can backup the dat you have to many places at the same time e.g. the cloud, the external disk or the USB and you can easily recover it if necessary.
