To the OP; nice way of blending in Mac menu, windows 8 icons and keeping the glass UI. Looks a bit bloated tho. Nice try!

Why are things just placed randomly??

It's just a rough concept, I'll probably keep tweaking it (mostly at the top).

If i were to make a Windows 9 concept, I would make one that had some chance of being released.

Not bad. But for me personally, the top bar needs to go. Maybe move the wifi/speaker icons over to the right where they should be, an condense the skype/xbox stuff down to the bottom bar? Also the explorer window has way too much wasted space for a file manager to be usable on a day to day basis.

Everything... What I mean is, you've thrown everything at the screen.  Bits from every OS - it's crowded, cluttered and there is no cohesion between it all.

Visually it's rather unappealing, in large part due to the dark colour scheme. The Explorer mock-up is just horrible. The only aspect I like is the use of square tiles for applications on the taskbar.
