Best Way to Overclock?

I was wondering what the best program for overclocking is, or if the BIOS should be used. By best, I mean easy to configure, and hard to mess up, since I have used the ASUS program for overclocking, but I might be getting a different brand than ASUS for my board, so I want something like that, unless, ASUS' program works for all boards.

BIOS is best for CPU's. Software is best for GPU's. There are guides all over the internet on how to overclock on a bunch of series.
