Mystery project may get millions from Florida

A special Florida legislative commission this evening will be asked to approve $20.8 million in state economic incentives for Project Magellan, an aviation company that plans to bring 1,800 jobs to Melbourne International Airport paying an average of $100,000 a year.

The identity of the company has not been disclosed at the companys request.

The Joint Legislative Budget Commission is scheduled to vote this evening on the request by Gov. Rick Scott and the states Department of Economic Opportunity.

Scott, a Republican, is making job creation a major issue of his 2014 re-election campaign. He will face the winner of a Democratic primary involving former Gov. Charlie Crist and Nan Rich, who previously served in both houses of the Florida Legislature.

The Joint Legislative Budget Commission consisting of seven members each from the Florida Senate and Florida House can authorize release of the funds from the states Quick Action Closing Fund when the awards are greater than $5 million.

Brevard County documents show that Project Magellan involves a major aerospace company considering locating aircraft development work at the airport in two phases.

The first phase calls for the construction of a 216,000-square foot building and creation of 300 jobs by the end of 2015. The second phase involves construction of a 500,000-square-foot building and 1,500 additional jobs, if the company is successful in obtaining the desired business objectives.

If the full Magellan project goes forward, the developer plans to make a $500 million overall capital investment.

There was $73.9 million available in the current budget year for Quick Action Closing Fund projects, of which $33.3 million already has been released to other projects.

Quick Action Closing Fund money is designated to help attract, retain and provide favorable conditions for the growth of businesses that provide widespread economic benefits to the state, according to documents provided to the state budget commission. Well over 3,000, but if it is SpaceX it would be an expansion.

The only new factory they've mentioned would be at Brownsville, Texas for large 'BFR' super-heavy cores. Their main factory is committed to Hawthorne, California until 2022. Even after then they'd likely keep some production there to support the USAF at Vandenberg AFB.
