Does anyone know the name of this 90s game?

I'm trying to find the name of a game I played a long time ago, which I borrowed from the library back then. I've been breaking my head over this for a really long time and I just can't stand not remembering this games name.

 

The game is about a set of dwarves (or gnomes or something), which are forced underground because the surface of the planet has gotten too hot. Now they live underground in caves and need to build a village (with houses, a bakery, etc.). I remember they could dig tunnels and you could find treasures. There were mini puzzle games (in the main world so not an actual mini game) to get to treasures. Dwarves could use ladders to get up and down a level. 

 

It was a side-scrolling game with colored graphics, the graphics seem to resemble something like lemmings (but it's not lemmings). And that is about all I can remember of it.  I've googled to no avail, so if anyone knows please share!

 

Edit: I forgot to mention, it is a PC game.
