How can I tell if P2P is being throttled?

Question

I'm downloading a file via uTorrent as I usually do... however with a 150mbps connection I don't ever get past 1.2MB/s. When I download games through steam, it usually peaks at around 22MB/s allowing me to download an 8 gig file in just a few minutes.

Seeds are not the problem as this particular file has over 3000 seeders and >100 leechers...

Is there a way to tell if my settings are the problem, or is the ISP being buttholes?

Are there any other Bittorrent clients you can recommend?

Turn on Encryption and randomize the port see if that helps. Also try a VPN see if that speeds it up?

It made no difference. I set the port, then forwarded the port to my pc. The only thing that seems to have made a difference is under the bandwidth>Global Rate Limit Options I unchecked 'Apply rate limit to uTP connections and my connection jumped up to 4MB/s. Still a lot slower than I'm capable of. It'd be nice to max out the connection especially on a 50GB file.

If it's something on your network, uTorrent will usually show a yellow exclamation or red X in the bottom corner. If it's green, your network is forwarding properly and making connections as it should.

Also, right click the torrent, go to bandwith, download, and make sure it's set to unlimited for that specific torrent.
