Depends on what you want to do exactly? Something like Windows Movie Maker may do what you want but if you need something a little more heavy duty then you might want to take a look at Lightworks

I use Pitivi.  It's a free open source editor.  I use it on Linux, but I think there's a Windows version.

Movie Maker used to be good, but they've ruined it with Movie Maker Live... There's no timeline....

In terms of features and ease of use probably iMove on OSX, Windows Movie Maker on is ok, it is rather basic though. If all you want to do is cut / join some clips it will do the job.
