Windows SMS Activation

Why does Microsoft not offer SMS activation in the United States (the home country of the company and founder)? Why even bother putting SMS activation if they don't have it? I looked through a few countries by random and found that the ones I clicked didn't have SMS activation. Maybe some of you elsewhere are lucky enough to have it, because I hate that phone system (Windows 7 re-installed a dozen times, can't activate anywhere but on the phone).

 

Is there any "official" answer, because Google has proved fruitless.

In the UK I used to be able to use SMS activation, but it has disappeared for me here :(
