Open RUN using Windows Key + R, type "cleanmgr" without quotes and select Operating System driver and tick Temporary Internet Files to clean cache. If you are using Windows 8+ then you can do it through opening Task Manager (Ctrl+Shift+Esc) and open "Startup" tab. If you are usin Windows 7 or below then you can do it through using RUN and type msconfig and open "Startup" tab. Take screenshot using Alt+PrintScr or use snipping tools present in Windows 7 onward. Looking online, I see indications that earlier versions of 8 accumulate data from some streaming apps to the degree that the INetCache folder balloons to an alarming size.
