Mavericks 10.9.4 bug?

Is this a bug? I open my bookmarks window in Chrome and then if I click on Launchpad the bookmark bar stays - tried replicating with Safari but Safari doesn't give hover rights until you click out of Safari's bookmark

This sort of thing is not uncommon in OSX (and is not specific to Mavericks) when applications decide to implement things using a non-standard approach. The menu also stays there (and remains in front) if you click items in the status menu (see attached). Also happens with Java applications and menus.
