I'm looking for a replacement for PowerMenu 1.5... mainly, something that didn't stop development a decade ago... but also very minimalist. I only want to put one app on top, and I don't want to add 5 extra buttons to the titlebar.

Everything I've tried so far is less than ideal, which seems odd for something that should be native to Windows anyway.

You can use an AutoHotKey script:
<<shortcut key here>>::  Winset, Alwaysontop, , A
It won't add any visible UI elements. :)
