i'm reading an article about the new release of new themes  https://www.neowin.net/news/microsoft-adds-new-themes-for-windows-81-including-vistas-you-wont-hate

 

but do they include only wallpapers and some sound system?

 

or include some wallpaper or animate features

 

i know , may users don't like such stuff, i do

I don't think Microsoft has released any new screensavers since Vista, so it's extremely unlikely that any will be added in the August Update.

I think all they include these days is wallpaper, for more fully functional themes you'll have to go elsewhere. There are lots of sites around that do complete themes though
