Locking down screen outputs on USB to HDMI adapters Win 7

I am using several USB to HDMI adapters in order to present information from web sites on three screens.

 

The problem comes when the screens are switched off then back on again.  All the browser instances default to one window.  

 

Is there a way to lock an instance to a window?  I have tried a couple of apps to manage windows but they see IE as one app not matter how many windows of various links.

Since Windows can't display stuff on inexisting displays I doubt it'll be easy to fix this.

 

Tell that to the crappy dialogue boxes that shift over to non-existent monitors ;)
