A laptop wouldnt be ideal as its too much of a faf on, Wires etc, Its in a public(ish) place. I am thinking Chromecasts to stream it from a chrome browser. If you have smart dvd player such as blu-ray player... that they have skype/netflix, etc... you can hook it up via USB into the player... Otherwise since you don't have smartTV, you can hook your PC to the TV as others stated. Or you can use your laptop to be hooked up to your TV via HDMI or VGA whichever is available and use your built-in camera..
