Have I bought a used Chromecast?

I think you have received a 2nd hand Chromecast as it is paired to a Wifi network that doesn't appear to be yours.

Can't you reset it?  I mean, what happens if you currently own one and decide to switch ISP's, or buy a new router?

There's gotta be a way...

oh there is, but its more of the principle. I am assuming OP bought something he was sold as New, which turned out to be incorrect. Who knows why the other person returned it, but I would either want a discount or exchange for a new one.

From Tesco, livid!

If you are really livid then speak to Trading Standards, sometimes they are useless but every now and again they will want to investigate a big supermarket and your complaint might allow them to investigate.

Out of interest try searching for wireless networks whilst in Tesco to see if that network comes up.  I would speak to them though.  Was the box sealed?  It should have a sticker which has to be broken to get into the box.

It had a sticker but didn't need to be broken, had a little non sticky bit to peel it off. I will do a scan when I go back to exchange
