Changing your Xbox Avatar without an Xbox?

I remember being able to change your Xbox Avatar online but that option seems to be removed

Whenever I click on the link to change my avatar it tells me to use the Xbox Games App

When I open the Xbox Games app there is no option to change your Avatar.

My Region is set to United States

 

Any help is welcome

When I click on that link I get a page telling me to use the Games App to edit my Avatar

Apparently you need to go to the Account settings for that, but whenever I go to the Account page I get an error saying that the Xbox service is not available

Found out what the problem was!

I was using the Modern version of IE which doesn't support Silverlight?!?

If I go to Desktop IE the Avatar Editor loads just fine

 

There is still a problem in the Games App though.

I can't access my account options in the app

It keeps telling me the Xbox Service is not available right now

 

But anyway, problem solved as long as you don't just have an RT device like a Surface

Is there anybody at the moment on a Surface RT or Surface 2 that can update their Xbox Avatar?

Wondering how you would do that since you need Silverlight in the browser.
