Merging Recovery Partition and EFI System Partition with Primary Partition?

I am wanting to sell a 500 GB HDD I've had for a while.

 

I've plugged it into my PC and within Disk Management, the drive is showing as so:

  • 300 MB Recovery Partition (Healthy)
  • 100 MB EFI System Partition (Healthy)
  • 465 GB Unallocated

Do I just delete the first two partitions, allocate the whole lot as one Primary Partition, then reformat the drive using a two-pass erasing utility?

Start with diskpart & clean:

Then decide (with what tools at your disposal) how much of your personal data was on the disk and the number of passes you wish to perform.
