For Europe to have had any chance at "beating" SpaceX, they needed to have this programme (in their vernacular) in full swing by 2004. They are very late to the game, and ESA's bureaucracy is nearly as bad as NASA. They can do it, if it was a competition (which it isn't, because SpaceX has already won as far as everyone needs to be concerned) -- but there's a lot that the ESA could be doing better. Beittil Posted March 10, 2015 Share Posted March 10, 2015 I'd say ESA is in an even worse situation when it comes to bureaucracy than NASA is! At least NASA is an agency of ONE nation. ESA is an agency of over TWENTY different nations... and they ALL want a piece of the pie! Where NASA has members of congress fighting for pieces of the pie going to their state, here in Europe it is international politics doing the same thing!
