If you're so badly alcoholic that you need to take powdered booze with you when just out for a walk, you have bigger problems that a bit of irrationality! Looping back to the rationale against legalization, it's greatest harm would be easing the ability of underage drinkers to smuggle booze into where it doesn't belong.
