I intend to get a Surface Pro in the next 12 months and doubt I'll bother with the type cover when I do. The Surface is a tablet that can replace a laptop but doesn't have to. It's perfectly functional as a tablet and there's no point forcing people to buy a keyboard that they may not need. According to the Surface team, people want different color Type Covers and keeping track of all the Surface models and different color Type Cover bundles would be a SKU nightmare.
