Looking for a "virtual transparency layer" app for Windows


Question

Hey all,

 

This is something I've needed quite a few times for various reasons. I'd have thought it would be something simple and straight forward enough to exist, bu after many google searches with various key words, couldn't find it, so maybe not?

 

Basically, I want a clear/transparent window that I can move around my screen, and draw on with some standard pencil and/or brush tools. Basically, a stand-alone annotation app that I can overlay onto any program.

 

Does anyone know if such a thing exists?

and what key words were you using?  Annotation comes up with lots of them, which you mention..

That inktogo looks good, basic simple stuff can be done with the zoomit from sysinternal (ms)  That 2nd wiki article has info on a few of them, etc.

thanks... I think my issue was I kept using the keyword "transparency"... At any rate, I went to the link which lists a  bunch of software for comparison, and will look through the free options. Thanks for the help!
