Not enough in the ways of improvements, with a ridiculously complex research web, not enough direct competition... I wouldn't say it was all bad, but I think most people were expecting something like Alpha Centauri. BE is playable if you use a ton of mods... just not what we'd expect from a AAA Civ game.
