Scroll not working in Chrome on Windows 8.1

I have been facing an issue regarding two finger scroll on Trackpad in Google Chrome.

 

Although it is working in every other browser and in Windows explorer but doesn't work in chrome.

 

 

Do you also face similar problem? What is the possible solution?

Are you using the latest version of Chrome? What OS? 

I have found via Google, that uninstalling Chrome and re-installing helps some folks. Also, for some odd reason installing a minimal theme works for some as well.

Doesn't solved the problem. I'm using latest 64bit version.

- Go to 'about:version' to post information about OS (like Windows or Linux) and Version (So we can check whether you are on Stable, Beta or Dev release channel).

 

- Try Chrome Canary - It will not mess your current installation. It will help to verify that whether your bug is being fixed in upcoming versions or not.

- Can you tell us about your Laptop model or at least which driver your Trackpad is using like ALPS, Synaptics etc.

 

- Go to about:flags and disable all Touch Events relevant flags.
