Flash videos wont play on websites

Ok so the last 2 days unless I am on youtube flash videos will not load at all. I have tried uninstalling and reinstall flash player, tried google chrome, chrome beta and chrome canary and nothing, removed all my extensions which also did nothing and even went so far as to re-install windows and I still can not get flash videos to play unless I am on youtube. Any ideas?

 

EDIT: So I just left a flash video open and it started playing once the entire video was fully buffered. It went from 0% buffered to 100% instantaneously and I can now click through the video and it works perfectly fine minus the fact I have to spend 20 minutes on one page before a video will play.

So i believe I have fixed it. I kept seeing on chrome "waiting for proxy tunnel" on the bottom so I went to the advanced chrome settings and to "change proxy settings" clicked on "LAN Settings" and unticked "Use a proxy server for your LAN" but every time I closed it it re-ticked itself to I then went to "HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\CurrentVersion\Internet Settings -> ProxySettingsPerUser" which was set to "0" so I set it to "1" and I could then un-tick "Use a proxy server for your LAN" and it is now working fine.
