Build 10130 Windows defaulting to handwriting recognition instead of onscreen keyboard

Hey Everyone!

 

I am happening to have a really annoying problem. I clean installed Windows 10 build 10130 on my Surface Pro 128gb, setup using my Microsoft Account, reinstalled only Microsoft apps through the Windows Store Beta then installed any App/Windows Updates, rebooted rinse repeat. Finally I kicked back and watched some Netflix's until I passed out, In the a.m. I said "Hey Cortana Open Internet Explorer which it did along with the handwriting recognition panel, I closed it out and tried opening the via system tray icon same thing (handwriting recognition panel) all other apps did also. Now keep In mind from the panel I was able to change  back  to the onscreen but, as you can guess it (it is a majored pain)

 

Any ideas or settings I'm missing?
