How does one shut down network connections gone bad in task manager?

Your internet (dial up) shut down then restarts only to not work...you go to task manager and then to network adaptors (XP)

At the bottem there is two! connections showing one working and one not.....How do you shut down the non operational network connection other then restarting windows???

Please any Ideas would be Great... Thanks StuntstnutS
