Speedstep is Intel's technology to lower mobile cpu speed when needed, because they know how hot they can get. But when I firstly bought the laptop, it did power off violently when I was doing cpu-intense stuff and wouldn't turn back on unless the temperature dropped or 5 minutes or so passed. HP was aware of the problem on 93xx series and published a bios update that disabled the thermal security poweroff. Now the laptop can get really really hot and won't poweroff. Maybe the cpu will melt one day, who knows. Oh, it can reach 97C only for half a second and then cpu drops frequency to 1ghz and temperature drops at 87C and stays there (86-87). I lifted the computer and let it stand on four 25-DVDR Spindles, the desk isn't blocking the airflow, and it's much cooler now. I think I have to get one of those notebook coolers. I have an hp dv6000t and it gets pretty hot (up to 70-80C under load) but it usually shuts itself after hovering around 80C.
