If you're just starting out, both Borland and Visual C++ are good programs to start out on. You can also use mingw since its based on GCC, just don't expect everything from it. If you're going to take classes in college/university, get Borland or Visual C++.

Don't get the professional or enterprise editions. There's way too many tools in there and if you're starting out it gets too confusing. Stick w/ one of the personal editions and don't get the full Visual Studio.
