The second fire mode sucks, but there's nothing like blasting someone with the rifle whilst their jumping and seeing their electrified bodies get thrown against the terrain, especially in lowgrav. I don't have the full version so I don't know what it looks like, but I would imagine that you would target someone with that laser and the ion satelitte would fire after a few seconds.
