MSNBC excerpt: President Bush is leaning toward releasing a videotape in which Osama bin Laden says he was pleasantly surprised by the extent of damage from the Sept. 11 terrorist attacks, officials told NBC News. The tape will probably not be released until Wednesday, though, to give intelligence officers additional time to review it.
