So it will be released with the current patch and whatever bonus packs that are out by then. It's still UT2k3, just a GOTY (Game of the Year) type like with the original UT. When UT was GOTY, so was about 5 other games including Deus Ex which was another shooter. It's all marketing hype. There is no real "award" for GOTY except for what the gaming mags say and there are no medals or trophies. The most common complaint I hear is that the speed has been increased but thats only because admins can increase the speed of the game on the server side. I see no problems with the speed myself though...in fact, I prefer it that way. Other than that I don't see how the gameplay can be that much different when you essentially have the same same gametypes along with some new ones. Care to elaborate?
