They pull the links they mirror from the ftp site. Main site usually lags the ftp site by a few hours.

Great, another release before it is released... dudes, don't download it before it has been officially published! You slow the releasing process down.

To match with Firefox's version number, probably. Makes sense to me, less confusing for people who use both products.
