For those that don't want to read they say the $99 a year fee is required for use, where the article this one links claims it is an optional "developers group" membership fee
Judging by the rest of mycrossoft's Express line, I'm placing my money with this article, pure awesome.

- You have to pay $99 a year subscription if you want your games to be uploaded which is a great price. This means we will finally see Xbox 360 Media Center because altho it says its based only on games and it can only be uploaded by Microsoft (and requires a hard drive) you will problably see some hack to comply/upload the game to your hard drive yourself.

- sony did this with their ps2 console, ok you had to buy the kit 1st, and learn linux, but it did well and i think 13 or 14 homemade games were turned into full blown ps2 titles

- Does this include some sort of emulator to debug the software on the PC?

Typically, console games are designed by large studios that must pay high prices to buy development kits in order to write games for consoles. Microsoft's XNA Game Studio Express is a new development kit, to be released in beta form in August, that will be available for free to anyone using a Windows XP PC. The kit is designed for game developer novices as well as studios.
