This is a preview release of the sp4 beta that will run for about 4 weeks, released a wee bit early by your one and only beta release group.

Windows 2000 Service Pack 4 (SP4) provides the latest updates to the Windows 2000 family of operating systems. These updates are a collection of fixes in the following areas: application compatibility, operating system reliability, security, and setup.

hmm a leaked Servie Pack, this must be more buggy than not using it They cannot be far in to SP4 development yet, so I see this as pointless. Why try to ruin a stable SP3 install ??? SP4 when finished of course.

Well.....my first guess is it may force you to uninstall it, or if MS was devious they may have it disable your PC. Something similar to those..... Anyone who actually know this care to clarify?
